Ms. Bell has been working in the power systems and utility industry as a transformative IT professional and Senior IT leader for over 25 years. She has a proven track record in delivering large-scale strategic initiatives, providing full-cycle program management, and fostering high-performing teams. Her enterprise-focused approach combines analytical thinking with a commitment to continuous improvement, ensuring that key functional programs are optimized for quality, compliance, and risk reduction.
Most recently, MS. Bell served as a Senior IT Leader overseeing the programs responsible for NERC Critical Infrastructure Protection (CIP), enterprise security risk and controls, information protection, supply chain risk, and the strategic planning and development for targeted cybersecurity initiatives.
Ms. Bell has extensive experience leading the design and implementation of all aspects of a NERC CIP compliance program inclusive of drafting policies and procedures, system and tool implementation, RSAW development, compliance investigations, mitigation action planning, and controls evaluations. Additionally, she has led the preparation and execution of numerous successful internal and regulatory audits.
Since 2005, Ms. Bell has held leadership roles in IT Operations & Service Management, where she directed teams responsible for Change, Release, Configuration, and Problem Management, 24x7 IT Operations, Data Center Management, and IT Software/Hardware Asset Management. She played a critical role in the seamless transition from NERC CIP Version 3 to Version 5, achieving key milestones to meet early compliance adoption. Ms. Bell’s commitment to continuous improvement was codified as co-lead for the development and implementation of a Lean Six Sigma Program focused on driving organizational culture change and delivering measurable business impact across the enterprise. Ms. Bell has been formally recognized throughout her career for the investment in the professional development of others through coaching and mentoring.
Ms. Bell’s prior IT experience includes software development, project management, and product management for Oracle ERP systems supporting the engineering to delivery cycles for power system equipment.
Ms. Bell holds Bachelor of Science degree in Computer Science from the University at Albany – State University of New York. She has completed several executive leadership programs, is a certified Lean Six Sigma Green Belt/Black Belt, and is certified in organizational core inclusion and diversity.
